Open Question: help! my dog won't pee outside!?

i take my dog (4 months old) for a walk about 3 times a day, for about 30 minutes each time. but he never pees or shiits out of the house. as soon as we go back she pees inside. i just found out that her past owner used to always keep her in his room, which is huge and that she used to pee and shit in a certain corner everytime. i think she got used to that. how do i retrain her to do her buisness outside? and it would even be better if someone told me how do i make her do her buisness in a certain part of the apartment, we have a spare room that nobody uses, it doesn't have any furniture or anything. they don't sell training pads in my country so i can't use those. i tried putting newspaper there on the ground but it doesnt attract her. she only does that in my room or in the living room i can't crate train her too. crates her are really small....
